3. Permits for the temporary passage of Chinese coolies.
(a) Application procedure. Those who want temporarily to employ a few on scores of Chinese coolies for one day or a few days have to submit to the Hongkew Branch of the Japanese Naval Landing Party an application made out in duplicate, describing the number of employees, destination, term of employment, the names of employers and responsible persons and the objects of employing these coolies, and also give a pledge that they will be held responsible for the conduct of their employees. This application does not require names ahd photographs of employees.
