Continüing its programme of improving the city, the Municipality started the laying of water mains along Kitaiskaya Street, the main thoroughfare. Mains, it is revealed, will also be laid along 28 other streets in various sections of the city. Also, a three-year plan has been [worked out for the repaving of the city's principal roads and the construction of a tunnel under the railway running from Harbin to Pin-chiang Station in order to provide safe passage to Bader Park.
Ertsentuntze, a picturesque station of the North Manchurian Railway, serves as a goal for many holiday-makers during the summer months, A "hotel" made of two railway cars of Ist and 2nd class was opened there recently, with 1 yuan and 80 fen the respective cost for one night.
The tax levied upon land sites rented out by owners has been considerably lowered. Thus, the sites rented for a 10 year term will now be taxed by 02 per cent. of their value only, thóse rented for 30 years by 05 per cent, for 30 years by 1 per cent, for 50 years by 15 per cent. and for more then 30 years by 2 per cent. It is believed ihat the Municipality, which collects 2 per cent. of the value of sites rented for any term will lower its tax by the same amount.
