Washington, Feb, 5 Congressional circles to-day anticipated the introduction of new bills aiming to put into effect the general Philippines programme outlined in the Senate last week by Senator Ernest W. Gibson, Republican of Vermont.
One bill will propose that the United States permit free entry of the entire Philippine sugar quota alloted by the Agricultural Adjustment Act Another bill it was rumoured, will present definite terms for the extension of American coastal shipping laws to the Philippines, probably including a provision "whereby vessels of Philippines reistry would be treated on a basis of equality with American ships carrying on trade with the Uni State:
Observers pointed out that Amer ican ship at present are carrying only about 35 per cent. of total Philippine trade with the United States. It was believed Philippine Sugar interests would support some shipping arrangement with the United States if other favours were given in return to the Philippine industry.
