Precedent of Principle Upsets Rule of Law

London, Feb, 16.

The political crisis in India, consequent on the resignation of the Congress ministries in the United Provinces and Bihar, was raised in the House of Commons to-day.

After recapitulating recent events, Lord Winterton, Chancellor of the Duchy of Lancaster, said that the resignation of the ministries in the United "Provinces and Bihar followed the' refusal of the Governor-General (Lord Linlithgow), who was specially responsible for preventing any grave menace to the peace and tran-quality of India, to agree to an immediate and indiscriminate release of a body of legally convicted prisoners, including terrorists with the worst police records.

Lord Winterton said he was satis-fed, and Lord Zetland, Secretary of State for India, was in complete agreement, that the adoption of the proposals of the ministries of these two provinces would be attended by the gravest risk to peace and tran-quality.
