Foreign exporters recently were shocked when shipments of furs destined for foreign countries were suddenly' refused loading permits at Dairen. 7 This was the result of a sudden decree from the Department of Finance and Commerce which was interpreted by the Dairen authorities as banning "all such shipments.
The Changchun Government ex-lained subsequently that the furs Mentioned in the decree, namely, the skins of sheep, lambs, goats, dogs and cats, were necessary to meet domestic requirements, At present, exports of horsehair, bristles and all furs to China are definitely prohibited. Hitherto a considerable amount of these exports were shipped to North China ports for final curing or dressing before their reshipment abroad. This trade is definitely killed under the new regulations. Itis a blow at whatever share Tientsin has had in the handling of Manchoukuo's export trade.
Furs purchased by foreign exporters in Manchoukuo and previously shipped through Tientsin for final shipment abroad after they had been tanned, sorted and packed, will now have to be shipped through a Manchoukuo port; that is if they do not come within the prohibited list of exports,
