Possibility if Sanctions are Not Applied; Covenant Reforms Opposed Geneva, Sept. 10.
The possibility of China withdrawing from the League of Nations if the Other member-states do not apply Article XVI of the Covenant, on sanctions, was clearly pointed out by Dr. Wellington Koo, Chinese Ambassador to France and chief delegate here, in a talk today with Mr. R. A-Butler, British Under-Secretary for Foreign Affairs here in place of the Foreign Secretary, Lord Halifax.
It is understood that the Chinese representatives to the League have adopted a very strong attitude in private conversations recently, re-Questing the application of Article XVII of the Covenant which provides that the League should invite bellige:- ent nations, even though nonmembers, to submit their differences to League investigation, This article further provides that should one of the belligerents refuse to take tem-member responsibilities in a case, Article XVI on the application of sanctions should be put into effect. China's appeal will be discussed by the Council within ten days, it is now learnt.
In the meantime, the Chinese delegates here have adopted a clear, attttude as regards Covenant reforms, strongly opposing suggestions from the Oslo Convention powers that sanctions should be decreed non-They have also insisted upon the necessity of financial assistance being rendered to victims of aggression.
