In order to agree upon a common attitude towards the reform of the League of Nations Covenant, representatives of the States forming the Oslo Convention group were to meet here this afternoon. The Convention group includes Belgium, Luxembourg, Holland, Denmark, Sweden, Norway and Finland, It is recalled that last July, repre sentatives of these States met in Copenhagen and finally issued a statement asserting that they cor sidered the compulsory sanction" provided for in Article XVI of the League Covenant as optional only. However, it is now believed that several other delegations to the League will oppose a general recognition of the optional character of sanctions.
Some delegates, it is pointed out, esteem the present moment inopportune insofar as any Covenant reforms are concerned. It is believed that all will try to find a compromise satisfying the Oslo group and, atthe same time, not modifying the obligations of the other nations.—Havas 1
