London, Apr. 25.
Mr, Kenneth Lindsay, Porliamentary Secretary to the Board of Education, speaking in London today at the International Conference of Teachers convened by the League of Nations Union, said the acquisition of knowledge and the development of the mind were excellent things, but they would not guarantee that human beings would live at peace with their neighbours, nor did they necessarily imply tolerance or truthful dealings between peoples, The making and keeping of peace. he said, in the long run, was dependent on the sentiments, knowledge and President Roosevelt asked Congress today for prompt enactment of a "short and simple statute" to subject roth state and federal securities and salaries to income taxation.
The President said he believed the recent trend of Supreme Court decisions indicated the exemptions from taxation could be ended through a tatuta without the necessity of a constitutional amendment.
Men of great means invested in securities which were exempt from taxation, President Roosevelt de-dared, "A fair, effective and progressive income tax and a huge, perpetual reserve of: tax-exempt bonds cannot exist side by side," he said. 7 He pointed out that the language of the Sixteenth Amendmer: on Income Taxes plainly authorized Congress specifically "to lay and collect taxes on incomes, from whatever sources derived.
He also said that courts have not agreed on the interpretation of the Sixteenth Amendment, This he said, resulted in the creation of a "vast reservoir of tax-exempt securities in the hands of the very persons who equitably should not "be relieved of toxes on income. "it is a serious menace to fiscal systems of both the states and the nation,—United Press.
