Annulment Right Claimed Finally, the Soviet Note declares

Japan violated her contracts by slowing down the development of her concessions since 1937, thereby giving Moscow the right to annul Japanese rights to the leased areas.

In the earlier part of the Note, the Soviet Government asserts that Japanese concession operators had not paid royalties for hired materials since December 14, 1925, and that the Japanese debt to Moscow now amounts to 892,487 roubles.

The Soviet Memo also complains that Japanese firms have stocked various goods and have sold other Products, imported from Japan, to people outside the concessions whereas to the workers they sold goods of inferior quality.

Moreover, prohibited articles such as Bordan rifles have allegedly been discovered in Japanese godowns.
