Mr, David Owen Evans, Opposition Liberal member for Cardigan-shire, said the House was not satis-fled with the Budget. It must have something more and pretty quickly.
Replying to debate, Captain H.F.C. Crookshank, Financial Secretary to the Treasury, rejected the suggéstion of lottery bonds. Dealing with the Purchase Tex in reladoh to exports, he pointed out that raw materials industrial machinery and food were not affected. The same was true of coal, oils, fuels, commercial transport, packing materials, ete.
"On the other side, we have the advantage that in many export markets we'no longer have to fear competition from Europe during the war. There are a great many commodities. which the" Americas used to take from Europe and which they will either not get at all or will get from us. The Government is making, and will make, suitable representations to countries including America, who might wish to consider the effect of this tax, before they take a decision in regard tò their own tariff laws and tariff practice."
Captain Crookshank added 80 per cent of the articles covered by the present cost-of-living index were outside the Purchase Tax, 12 per cent came in at reduced rate and only eight per cent were subject to a higher rate.
