The House Military Affairs Committee will start writing a conser tion bill today similar to the bill pai ed Monday by the Senate Military Affairs Committee calling for the registration of approximately 12,000,000 men between the ages of 31 and 31 for one year's military training, the Chairman of the House Military Affairs Committee, Mr. Andrew May, announced yesterday.
