Practical steps for the multifarious enterprises to be launched by the North China Development Company were taking shape and realization of several projects was expected within the next two weeks, officials here stated today.
Mr. Sonyu Otani, president of the company, is exchanging views with officials and leading business men.
The enterprises will be started with the operation of the North China Telecommunications Company, which has been under consideration for some time. Spy Scare in Tokyo:
Police on Guard Tokyo, Dec. 8.
Stringent police regulations to snare secret agents were enforced today as a spy scare swept the capital.
The foreign affairs section of the Metropolitan Police Board was said to have received intelligence reports to the effect that "some foreign Powers" were using agents in an attempt to steal military secrets.
Police restrictions were tightened on scientific research institutes, book stores and even economic and technical organization. Some military secrets were reported to have leaked out through circulars and various publications which, professors in institutions of higher learning have issued to exchange views with foreign authorities in various fields of research.
