President Roosevelt Moves To Curb Foreign Spies

Million-Dollar Grant Sought for Propaganda And Collaboration in South American States

Washington, Dec. 29.

if by way of answering German and Itslián commentators who are hailing the results of the' Pan-American Conference at Lima as a "defeat for the anti-totalitarian aims of the United States," President Roosevelt has, it is learned, decided to ask Congress next month for an appropriation of $1,000,000 to be spent on Ca-operation in non-military affairs with the Latin American republics.

It is believed that the main object of the proposed appropriation will be to combat German and Italian propaganda efforts in South America.

A programme for such ce-operation, covering political, cultural and economic relations, has already been drawn up by an inter-governmental committee appointed by Mr. Roosevelt. It recommended a continuing policy, to cost about $1,000,000 a year, which would render "closer and more effective" the ties between the United States and the other countries of America.
