Washington, Dec. 29.
Government authorities today were confident of their ability to obtain sufficient competent instructors and an adequate number of training planes for the new air programme announced by President Roosevelt yesterday.
The President put in motion a plan to double within one year the nation's civilian manpower available for military aviation. Officials said there are now 10,000 licensed civilian planes in the United States, while the Army and Navy possess approximately 4,000 obsolete planes suitable for training purposes, This situation, it was pointed out, is in decided contrast to the experience of the United States in the Great War when there was a severe shortage both of instructors and training planes.
