Changes in German Foreign Debt, Credit Policy Seen

Dr. Schacht's Retirement ' Rouses Speculation

Over Outcome; Nazi Views May Win Ascendancy f Berlin, Jan. 20.

MPORTANT developments in Germany's financial situation were foreseen in informed quarters today following the replacement of Dr. Hjalmar Schacht by Dr. Walther Funk, Minister of Economy, as President of the Reichsbank.

Revision of Germany's foreign debt and credit extension policies was expected.

Dr. Schacht, it was asserted, had remained in office to the present time because the Reich needed a brilliant technical expert to carry on negotiations with foreign creditors. His exit from office, although he remains a Minister of the Reich, is regarded by observers as confirmation of Germany's alleged decision to count no more upon foreign financial support and to proceed with a revision of the Reich's foreign debts, which are estimated at Rin. 1,263,000,000.
