Demands from Kiangwan

it was authoritatively learned yesterday that at the informal discussion held on Morday between the Settlement authorities and Mayor Fu in the presence of the Japanese Ca sul-General and the Senior Consul, the Chinese official made two request:

a "prerequisite" for settling the extra-Settlement roads question.

He requested (1) the full right of policing the disputed area and (2) full right of administration. It was admitted, however, that the requests were not accepted and that counterproposals were made, but the contents of the latter were not disclosed. It was further said that the counter. proposals were not accepted either.

Mayor Fu stated at the meeting that when his two requests were accepted, other terms could be settled in a compromise, "These two questions are a prerequisite for settling the whole problem, Mayor Fu told the "North-Chita Daily News" yesterday. "When these demands are accepted 1 shall be willing to study the financial side of the matter. I shall ask how much money the Settlement authorities have spent on the outside roads and the amount of tax money collected there." He explo he would consider the sheet" in an effort to settle the financial question equitably.
