A proposal that pea be launched immediate tionalist Generalissimo Franco made here today by Senor Besteiro, Head of the Foreign Affai Section of the National Defer Council when he delivered a broadcast address.
The proposal was drafted in the form of a message from the Council to the Nationalist Government and suggested that parleys be commenced with a view to concluding an "honourable peace."
"The time has come National Defence Counci out its duty and it forms your Government that we are ready to enter into negotiations for ensuring an honourable peace," Senor Besteiro stated. "We are awaiting Your decision."
