Gambling Touts Detained

Charged with Assault on Police Constable During Western Area Scuffle

Li Ping-chuan and Wu Shin-feng who are alleged to be connected with the Kwang Sen Club, a gambling house in 135 Brenan Road, are being detained by the First Special District Court because they have been charged by the Settlement police with offences against public order and restricting officers from carrying out their duties. The case is an interesting one, for this is the first time that two men connected with the gambling business in the western district have been brought before a Settlement court within whose jurisdiction they are alleged to have violated the law.

Both men have denied in court that they have anything to do with the gambling establishment, explaining that they were arrested by mistake but, as has been stated, they were charged by the Settlement police. They were arrested early on Wednes: day morning when two Chinese constables attached to Bubbling Well Polices Station were involved in a fight with hirelings of the gambling establishment and also some policemen of the Greater Shanghai city regime, One of the constables was said to have been dragged away from his post and manhandled. He was released by a group of men who are alleged to be connected with the establishment only when his comrades came to his rescue, and in doing so some shots were fired into the air by way of intimidation.

It was revealed in court that trouble occurred at about midnight on Tuesday when the management of the gambling house was not satisfied with some wheelbarrow men who put their vehicles on the Settlement side of the street in-such a way as to cause inconvenience to gamblers going to or leaving the establishment in motor cars, The two detained men are alleged to have come into the Settlement and forced the wheelbarrow men to remove their vehicles, whereupon a constable intervened.

The constable's act angered them and they therefore tried to drag him into the gambling house, it is alleged. Another constable informed the Settlement police that his comrade was being beaten, and a large party of officers was rushed to the place in time to arrest the two men. Some other men who helped the two detained men fled. Both detained men are alleged to be former officers of the Nantao Public Safety Bureau.
