Negotiations Halted

Earlier in the conference, the Embassy spokesman said that about one month ago the Chairman of the S.M.C. had requested Mr. Miura, Japanese Consul-General, to use his good offices to act as a mediator on the outside road problem, to which Mr Miura agreed. On October 12, however, the Council had approached the Senior Consul to call a meeting of the Consular Body and October 19 had been for the date of the meeting.

meeting he had opposed and equantly no meeting of the ular Body will be held for the time being to discuss the issue."

Inasmuch as he had been approached tu mediate by the Council and having no prior knowledge of the Council's request to the Consular Body, he held the procedure as "unusual." As a matter of fact he had been approached by certain of the Consuls to accede to the S.M.C. request to mediate. He had discussed the situation with Mr.

Fu Siao-en yesterday.

Mr. Miura, continued the spokesman, felt that no beneficial results could come from the Consular Body's discussion of the problem and he therefore was opposed to the meeting.
