Lord Privy Seal's Warning

London, Oct. 26.

"We believe that our mission in ihe world is not to govern other people, but to help other peóple to govern themselves declared Sir Samuel Hoare, the Lord Privy Seal. in a speech outlining Great Britain's future policy with regard to India, during a debate in the House of Commons today on India and the war.

RESIDENT Roosevelt reiterated the United States intention to preserve its neutrality and denounced as groundless reports that Americans would again die on Europe's battlefields, in a radio address on the New York "Herald Tribune" forum yesterday.

"A simple fact, without any bogey in it, without any appeals to prejudice—is that the United States does not intend to become involved in the war.

That we can remain neutral in thought as well as in act, as I said before, is impossible of fulfilment, because the people of this country are thinking things through calmly, and without prejudice are making up their minds regarding the relative merits of events in other continents,"
