An Opportunity Missed

To the Editor of the "Nort#-Cuiwa Dary News"

SiR—All this correspondence and complaint about high rents is probably quite correct and much to the point It reminds me of three things First: There was a year or so ago a lot of talk about a Tenants' Association to protect the rights of the poor down-trodden tenants, Second: The old fable about the mice and the cat. The mice were quite sure that the cat was a pest and a terrible nuisance and should be restrained. But who should do the restraining? No mouse was brave or strong enough, Third: In Shanghai we have a Municipal Council sometimes deseribed as "The City Fathers," but these people never bother to read complaints in the newspapers and anyhow have little interest in the sufferings of the small or common people So consideration of the problem in the light of these three points would shów that the tenants had better pay up without grumbling lest worse befall them. They can thus at least save themselves some mental anguish, they cannot prevent the squeezing.
