Peace Appeal Ignored

Moscow, Dec. 16.

The Soviet Government today" continued to ignore the supreme appeal for peace and negotiations made by the Finnish Foreign Minister, M. V. Tanner last night in a radio broadcast, The only reply given M. Tanner's request that Foreign Commi: Viacheslav Molotoff make a radio speech in answer to his appeal, was the Tass communique issued this morning and stating:

"The U.S.S.R. is not waging war on Finland. It has concluded a treaty of friendship with the new People's Government. The Soviet position therefore remains. unchanged, for Soviet Russia does not act against the Finnish people but aids them to get rid of the Mannerheim-Tanner clique which is the instrument of Britain and France, who wish to spread war to Europe."—Havas,
