General Sir Hubert Gough Urges Naval Attack Against Reds at Petsamo

Blockade of Murmansk Suggested; Greater Aid For Finland Pressed; Soviets Take Advantage

London, Feb. 9.

The Allied Powers should extend further aid to Finland by sending warships to Petsamo to destroy Russian warships stationed there and ly closing the Soviet port of Mur-mensk by a naval blockade, General Sir Hubert Gough proposed today.

The General, who led the Allied military mission which ce-ordinated the offensive against the Bolsheviks in the Baltic states in 1919, made his proposal in the February issue of the magazine. "The English Speaking World."

His views reflect the feeling of influential British military circles that the Allies should give greater support to Finnish resistance against the Red invasion of Finland.

"Though we are not'at war with} Russia," the article said, "she is at war with us, Not only is she at war with us as regards her plans for cooperation with Germany, passively, and actively when the opportunity comes, but she has positively committed acts of war against us already in providing a base at Murmansk for German ships of war, German submarines and other German ships such as the Bremen.

"France and Britain have declared they will grant Finland every aid in their power, but so far that has only taken the shape of sending war supplies, It cannot be claimed that this is all that it is in their power' to "There are rumours that the French Government has pressed the Prime Minister, Mr. Neville Chamberlain, to do more, but the British Government hesitates to take any step which might involve us in war with Russia.

"The practical step open to the Allies is not a great one, but the moral and material advantage to the Finns would be immense. It is merely to send. a few warships to Pet-same to destroy what Russian warships there are there and close Muranpnsk."—United Press.
