Berlin, Mar, 2.
Sumner Welles, U.S. Under-Secretary of State, conversed with Chancellor Adolf Hitler for an hour and 26 minutes this morning at the German leader's quarters in the Chancellery. No further information regarding the conference was given. Political observers expected Herr Hitler had outlined for Mr. Welles Germany's "minimum terms" for ending the war.
High Nazi sources said that Herr Hitler might convene the Reichstag to hear an important address after Mr. Welles reported to Washington.
The address would probably reveal the substance of Herr Hitler's talks with President Roosevelt's special representative, these quarters believed.
