Helsinki, Mar. 24.
Bange is now a sealed city. At midnight, the Russians formally took it over from a group of Finnish officials, in accordance with the terms of the peace treaty, and all communication with the rest of Finland was severed.
When a group of planes bringing a Soviet "advance guard" landed last night, the city's entire population had been evacuated. All territorial donditions of the treaty have now been fulfilled, except the Soviet withdrawal from Petsamo, which is scheduled for April 10.—Reuter.
