Tokyo, Mar. 2, Establishment of a new order in East Asia, a reorientation of Japan's diplomatic policies, the formation of a new economic system, a reform of the National Service Association, and a reform of the present governmental organization, will be the chief objects for which the government will marshal its efforts during the coming 1941-1942 fiscal year.

Steps making these reforms posstble already have been taken by the Imperial Diet which adjourned its 76th session after passing a wartime budget of Y.12,800,000,000 as well as 87 important measures, In pushing ahead for the establishment of a new order in East Asia, the government will expend its full efforts to effect the complete collapse of the Chungking regime of General Chiang Kai-shek, and simultaneously accord extensive assistance and full ce-operation to the new "National Government of China" under President Wang Ching-wei in developing the latter's resources.

Moreover, the Government will re-enforce its relationships with Manchoukuo, which yesterday observed the ninth anniversary of the founding of the state, and also launch new operations for the promotion of relations with Japan's neighbours to the south.

Regarding Japan's diplomatic policies, it was expected that ties among Japan, Germany, Italy and other adherents to the Three-Power Berlin Alliance, would be strengthened through the activities of various mixed committees,
