As supplies on hand and obtainable are now considered ample for all local requirements, the temporary restrictions imposed on the sale of SMC. rice as per Notification No. 5457 are hereby cancelled.
Any resident of Shanghai shall now be free at any time to buy SMC. rice as required for own consumption. All sales of S-M.C. rice to any one party of one bag or more shall be accompanied by a bill of sale stating price. quantity and name and address of the purchaser. A copy of this bill to be deposited by the retailer with the nearest Police Station at the latest on the day following the day of sale.
The Council invites the co-opera tion of the public and the retailers to avoid hoarding.
