Tokyo, June 24.
Absorbent cotton, gauze and bandages are the latest articles to be rationed in Japan, the decision being taken' by the Welfare Ministry os a means to alleviate the shortage felt during the past six months.
Henceforth, the Ministry declared, The Siccawei sector is a triangular area, adjoining the western border of the French Concession, and was under the jurisdiction of the Shanghai Municipality prior to the outbreak of the Sino-Japanese hostilities here in August 1997. It is a densely populated area with Hungjao Road running through its centre. The Toa Dobun Shoin, a Japanese college, the Siccawei Cathedral, observatory and other cultural institutions are located in the sector.
It will be recalled that the French military authorities took over the policing of the area in October 1937, at the request of the Japanese military authorities in order to prevent Chinese soldiers on the Soochow Creek defence line from fleeing into the French Concession through the Siccawei sector. The French then extended the Concession dimits to-the railway crossing at Keswick Road and Rockhill Avenue.
