Mussolini's newspaper the "Popolo d'Italia" has revealed what the dictators were up to when they had their recent meeting. They were indulging in a spot of flag designing. Conferring on the Soviet front, Hitler and Mussolini decided upon the unification of all Europe into one great Axis-dominated state,—thus fulfilling Napoleon's dream. The "European national flag" has already been created by Hitler and Mussolini says the newspaper, containing the national colours of every nation on the continent and has been unfurled beside the Axis flags at the head of the Italo-German and allied armies. Mario Appelius. writing in Mussolini's organ, claims that "thus the Axis clearly proclaims its peace aims—elimination* in Europe of Anglo-American exploitation and the Bolshevik menace." The commentator goes on to state that France and Portugal will eventually be incorporated in the new state, though he remains silent as to what is to be done with Switzerland and Monaco,
