REPUDIATION

From this wording of the resolution it must not be inferred that the licenses were issued by instructions from the Taotai, for your correspondent saw a letter from that Official ade ed to the Roman Catholic Bishop, in which he emphatically stated that they: 1ad been issued without his knowledge ing the authority. Hu prompt action in order-of the licenses and the repayment of the fees, has raised him: in the estimation of both natives and foreigners. That a great evil has been averted will be evident when it is stated that the immunity from punishment which the licenses practically guaranteed, led to great numbers of the unfortunate class flocking to the Settlement from the native city and even from Shanghai; whilst soliciting was practised in broad daylight!
