'Teng Huachsi, Governor of Anhui, reports that owing to the many catastrophes befalling many' portions of his province -eaused by rain, hail, floods, droughts, and storms, the people affected will not be able to pay their taxes for a couple of years to come, and further that 32 departments and districts are thus in distress. We hereby authorise the said Governor to investigate the several degrees of distress in the districts enumerated in his list an4 grant relief to the inhabitants thereof in accordance with their situation, and report to us the result of his work in that connection.
