Shanghai, 28th December, 1897.
Genttemer,—I am directed to acknowledge receipt' of your letter of the 21st instant stating that you are unable to agr to the proposal: made on behalf of th Jubilee Memorial Committee in my lette: of the 2nd instant, but that you are willing to consider any further suggestions which ay, be made.
The Memorial: Committee hays again given the question their careful consideration; they are anxious to bring about the fulfilment of the scheme which they were sleeted to organise, in ce-operation with the mineral Hospital, as they believe that the terests of the community generally would be better served by adopting this course, than by establishing what would virtually become a rival institution.
'They' therefore beg to submit another proposi which is made subject to the ap-Provsl of the subscribers, That the total about, Tls. 20,000.00, be handed over to the amount of the subscriptions, amounting to Governors of the Hospital to be spent in building and furnishing; an addition to the ful. Hospital, to be named the "Victoria" wing, and to contain different classes of wa divided in the same way as the wards in ment of certificated nurses, and allow limited number of probationers to be trained under their supervision; some of the nurses and probationers to be available for engagement by private patients in their own houses.
Tu the event of the above proposal being accepted the Committee would be willing at the request of the Governors of the Hospital to suggest to the Muni Council. that instead of carrying on their Nursing Home themselves, it might be advisable to endeavour to make arrapgements to hand over the management to the Hospital making.a grant equivalent: to the deficit incurred. in. working.it.
By the adoption of this scheme the Governors will be enabled to give all classes of the. community the opportunity of having: the services of trained. nurses without interfering with the present management of the Hospital, while if al future time they may desire to di with the services of trained nurses, they will be able to do so by repaying the mortgage on the Victoria wing.
