The northern Albanians have openly revolted against the Reform Scheme.

'A force several thousand strong attacked the town of Mitrovitea, demanding the expulsion of the Russian Consul.

The Turkish Garrison successfully defend—ed the town and ultimately repulsed the assailants with heavy loss.

Reinforcements, consisting of four battalions of Turkish troops, have been hur-nedly dispatched to the scene of the disturbance by the Orient Express train.

Evidence is accumulating that the reform scheme is destined to be frustrated. Itivbecoming increasingly clear that Austro. Hungary doubts Russian sincerity.

Meanwhile the Russian Government had admonishedjthe Sultan to repress the revolutionary outbreak at Mitrovitza speedily. Orders have been sent to the Governor of Salonica to utilise all the available military strength of the Third Army Corps stationed there, the town of Smyrna reinforcing Sulonica in furtherance of the policy of attempting to check Albanian insubordination.
