To the Editor of the Nonri-Cumsa Dai News 'Sn,—I have read "The Protected' letter in your to-day's issue, re-above, and although ian myself, I must say that there is not a single word exaggerated in his report on' the "fortunate" state of the nationals, [who have only "gained" by renounetheir extraterritoriality in the Protected" is relating his experience he had in Harbin, when the tried to bring to ~justixe" a Chinese who swindled him, 1 know ease when a Chinese cook in Harbin assaulted his master, and when [the latter reported the matter to the Chinese police in Harbin, he and not "the assailant was put under Jarrest. Tt seems to me that according to the Chinese law (at least so interpreted in Harbin) the plaintif" has to go to gaol first before the arrest of a criminal can be effected.

Tt has recently been reported in the local press that different Chinese officials (I don't remember their rank) have petitioned to the Ministry of Justice in Nanking to abolish the Shanghai Provisional Court and the French Mixed Court, simply because a foreign assessor looking after cases where foreign interests are involved. If these justice makers" will really succeed in their dreams, all nationals, who ido not enjoy extraterritoriality in. Shanghai will be ably "protected" by the Chinese law, as their coin Harbin' are, ds the so-called "Visa (a new kind of likin), the local Commissioner of Foreign Affairs is widely advertising in the local press at the beginning of each year about the "necessity" of being registered with his Bureau, otherwise tion of the Chinese authorities. He on saying that arrangements, have been made with the officials of the International Settlement and the French Concession to get hold of such "criminals" and prosecute them. Fortunately for the "eriminals no such di far been " ix months have already elapsed since they have been first frightened.
