Major Importance Outlined in Washington Washington, Nov. 13.
State Department officials here today attached major significance to the speech made in Brussels by Mr-Norman Davis, chief United States delegate to the Nine-Power Conference, They pointed out, first, that it was conciliatory to Japan despite her two rejections of Brussels' overtures, and second, that it hinted strongly at the United States' readiness to consider an orderly and-peaceful revision of the Nine-Power Treaty.
Mr. Davis thereby tended to substantiate the impression gained here by observers that government officials definitely were interested in the comment of the Gaimusho concerning treaty revision.
