The programme for the next Pan-American Conference, which will be held in Lima, Peru, has been decided upon here. It includes (1) the creation of a Pan-American Court for International Justice, (2) the perfecting and ce-ordinating of the inter-American instruments for peace, and (3) the creation of an American League of Nations.

The proposal by Colombia and the Dominican Republic regarding the creation of an American League of Nations foresees the creation of a new League which would maintain close relations and collaborate with Geneva, would recognize the jurisdiction of the World Court at the Hague, would be based on the principle of non-intervention in the internal affairs of other nations and contemplating resigning in protest against the Government's rejection of his demands for postponement of the plebiscite and the inclusion of two more Nazis in the Cabinet.

Vigorous protests against the plebiscite are pouring into the capital from Nazi provincial centres. They are addressed to the President, Dr. Wilhelm Miklas, and Herr Seyss-Inquart, and allege that the plebiscite economic ce-operation.

It would also provide for diplomatic, economic and financial sanctions against countries designated by the organization as aggressors, and would not recognize conquests achieved by force—Havas.
