Immediate Application of Measure Feared

Tokyo, Mar. 11.

Opposition to the National Mobilization Bill seems to have increased following a secret session of the Lower House Committee yesterday, at which members of the Cabinet ex. plained at length—and apparently unconvincingly—the Government's reasons for pressing the measure.

A member of the Seiyukai Party expressed the opinion to-day that only the War Minister, Gen. Gen Sugiyama, favoured the bill. He suggested that the Army had dragged the Cabinet into presenting the measure.

Opinion is now strengthening that, contrary to the Government's pro~ mises, the National Mobilization Bill will be invoked as soon as it is passed.

The Government is said to be apparently very anxious to enforce, at least, Article 20, which deals with press censorship and allows the Government to issue neces ders for the restriction or pol of matters printed in newspapers or other publications—Reuter.
