Int. Red Cross Widens Scope of Work

Funds from Chinese and Foreign Sources Arriving

By virtue of an amended charter, the Shanghai International Red Cross has just been authorized by the Chinese Red Cross Society to extend its scope of work into war-affected areas other than the city of Shanghai.

The new charter, signed by Dr. O. S. Lieu and Mr. Ling Kang-hou on behalf of the Board of Directors of the Chinese Red Cross Society, will become effective immediately and will thus empower the Shanghai International Red Cross to consider questions of relief operations in other parts of China as the need may arise and resources may permit.

Well-informed observers believe that with military operations gradually disappearing in the Shanghai area, large-scale measures will soon have to be mapped out and conducted by the Shanghai International Red Cross to assist the war refugees in returning to their villages and in farm rehabilitation work. Thus the extension of relief activities has long been regarded as a logical and necessary development, although this will mean a tremendous financial burden on the SIRE.
