The Administration to-day was steering a delicate course in oil property negotiations with Mexico after publication of an exchange of notes between Mr. Cordell Hiull,, Secretary of State. and General Lazaro Cardenas, Mexican President, in which they assured each other of the esteem in which their respective peoples and Governments held each other.
Fundamentals of American requests for compensation for American owned oil properties confiscated recently by the Mexican Government were not discussed in the notes, however—United Press.
