the precedent as set in 1900, the Chekiang Relief Association is making plans for the collection of Jcommunications surtaxes in the province to provide funds for drought relief purposes, it is learned here to-day. If the proposed plans are approved by the Ministry of Communications,. collection of the surtaxes will commence on October 1. The rates of the proposed surtaxes, it is learned, will be one per cent, for railways and half per cent. for steamers and motor cars—
