Chilean Leader Favours Excluding Europeans Santiago, Nov. 27.
The plan for the creation of a sort of League of Nations on. the American hemisphere based on the Geneva League is not possible. Senor Francisco Mardones, former Home Minister and Chilean delegate to the forthcoming Pan-American Conference in Lima, stated today to press representatives.
"Manchoukuo and the occupation of Ethiopia have demonstrated the uselessness of the Geneva system," he said.
It would be better, he added, to strengthen the principle of the Monroe Doctrine and sign commercial agreements between American nations, lowering customs tariffs and establishing preferential rates. European nations would be excluded from these advantages so as to avoid increased European commercial influence on the American continent.—Havas.
