"Rat complaints nuisance on the public roads, I beg to add to the list the annoyance of street criers, and newspapermongers, particularly near the tram stopping place at Avenue Road (near Carter Road) and Carter-Avenue Road's corner, to say nothing of alleyways jin that vicinity. I live in the said istrict, and the noise made between the hours of 5 and 10 p.m.—besides late hours—is brain-racking.
