Police to Continue Watch For Time Being

The Shanghai Municipal Council has given consideration to representations received from the United Services' Association complaining of conditions at the War Memorial on the Bund and suggesting that, if necessary, there should be erected railings fitted with gates in order to ensure the dignity of the Memorial.

Immediately upon the receipt of these representations, improved policing measures at the War Memorial were put in force and clearance and cleaning work was undertaken by the Public Works Department. dt was estimated that the cost of the railings and gates would approxunate $1,500, for which there existed no budget appropriation during the current year.

In view of the subsequent receipt of a letter from the United Services' Association conveying its appreciation of the measures taken by the Council at the Memorial, as indicated above—and in view also of the Opinion expressed by some members that the erection of a railing and gates might not be an artistic improvement—it was decided that these measures should be continued for a trial period of three months, and that in the event of their failure consideration should then be given te the desirability of the erection of railings and gates.
