Caution on European Policy

War Minister Reported to Have Given Army's

"Ultimatum"; Navy, Finance Chiefs Critical HEE cautious approach of th Tokyo, Aug. 9. Japanese Cabinet to the vital changes which are evidently to be made in Japan's European policy was shown during yesterday's three-hour meeting of the Five-Minister Conference which took place in a tense atmosphere. The Ministers exhaustively re-examinated Japan's European policy, on the basis whether any sufficiently important change had taken place in the international si jtuation to necessitate the revision of the Cabinet's decisions of May 20 and June 5.

The War Minister, Lieutenant-General Seishiro Itagaki, forcefully and in detail stated the Army's viewpoint on what he Gescribed as the "new situation" in Japan's international relations. He paid particular attention to Japan's relations with the Soviet, America's abrogation of her trade treaty with Japan, and Anglo-Japanese relations." On the ba: sis of decisions reached at conference between the War Office, the General Staff, and the "Big 'Three," the War Minister detailed the "Army's immutable policy,' almost in the form of an ultimatum for the immediate solution of Japan's attitude towards the European situation.

'The Navy Minister, Admiral Mitsumasa -Yonai, and' the Foreign Minister, Mr, Hachiro Arita, frankly expressed the views of their respec tive departments.

The Navy Minister is said to have adopted a most critical attitude, while the Finance Minister, Mr. Solaro Ishiwata, after candidly stating his views on the international economic position, and its relations to Japan's plans for expansion of her production, and the mobilization of her materials, ig said to have put some very pointed questions tothe War Minister.

Finally, the Conference decided that, in view of the magnitude of the Issues Involved, it would refrain from taking any final decision, The Conference will probably meet again at the week-end.—Reuter.
