Tokyo, Nov. 16.
Japan's reply to the American Note of October 6, in which tne United States made representations to the Japanese Government for the safeguarding of American trade interests in China, will be forthcoming after the draft of the reply has been approved by the Cabinet at its m: eting on Friday, it has been authoritatively learned.
'A Foreign Office spokesman declined to divulge the nature of Japan's repl; when questioned on the subject by a foreign correspondent today.
At the same time, the "Kokumin Shimbun," in an editorial today, urges the Government to hurry up with the reply to America, reminding it i that public opinion in Japan is ulmous in demanding a denunciation of the Nine Power Pact on which the United States based her representations to Japan for the maintenance of the "Open Door" and equal opportunity in China.
The paper asserts that the "Open Door" and equal opportunity is a formula devised by America in an attempt to participate in the colonization of China wherein western powers ave already echievsd a success.
"Open Door" Elsewhere When demanding an Open Door in China, the paper points out, America has the Monroe Doctrine for the American continents, while Great Britain has closed the door over one half of the world by enforcing the resolutions of the Ottawa Conference in her dominions and colonies.
"There is no reason why China alone must adhere to the principle of the "Open Door" for the colonial policies of foreign Powers when all the world is closing its doors declares the "Kokumin Shimbun.
The newspaper is sceptical as to whether equal opportunity existed in China even before the outbreak of the Sino-Japanese conflict and gives as examples the opium monopoly, under which Britain is alleged to have reaped enormous profits, and the China National Aviation Corporation in which American interests hold a dominating share, "Japan is now taking action in China for the breaking of such inequalities and irrationalities," the journal concludes—Reuter.
