High Commissioner Urges Congress Review Autonomy

Washi Jan. 13.

Possibility that the United States may retain possession of the Philippines indefinitely was seen here today inj the annual report of Mr. Paul V. MeNutt, US. High Commissioner for the Philippines, which President Roosevelt today sent to Congress without comment.

The report carried the emphatic re. commendation that Congress give ie consideration to the possible reconsideration of Philippine independence, if such should be desired by the Filipinos."

Mr. MoNutt's report gave a comprehensive review of insular, econo-mie, financial, agricultural and political conditions in the Philippines.

"In view of the general realization in the Philippines of the serious consequences which may result from the. withdrawal of United States economic relations, and in view of the problem of international security," Mr. Me-Nutt's report said, "it is recommended that the United States Congress give sympathetic attention to possible reconsideration of our present poli cal policy toward the Philippines, if the majority of Filipino people desire "continuation of the Commonwealth under American sovereignty."
