That this should be possible is clear evidence, not only of the immense strength and resources of the Empire, but of the fact that Great Britain and the members of the Colonial Empire are both willing and capable of assisting each other under any conditions. This fact is brought home not only by the assistance which will be given to the Colonies by His Majesty's Government in pursuance of the new policy now announced, but on the other hand, by the many spontaneous gifts and offers of service which have come simultaneously from all parts of the Empire. No better reply could be found, if any reply is needed, to the allegations so frequently and groundlessly made by German propaganda that Great Britain exploits her Colonies, that is—exacts tribute from them. The White Paper clearly shows that the reverse is in fact the case. It is finally the best possible indication that there is no doubt in the mind of the British Government about the ultimate outcome of the war since, unless there were everly indication of a successful conclusion, it is obvious that this moment would not have been chosen to launch a new policy of such a far-reaching nature.
Primary emphasis will be on the improvement of the economic position of the Colonies upon which advance in other directions is largely consequential since it is only thereby that the Colonies will be able to provide services which the interests of their peoples demand.
Reference to the growing practice of the Colonial Office of asking for the services of technical advisers to the Colonies, "Contacts so made are of value both to the Colonies and to the Colonial Office and it may well be that the preparation and execution of development programmes will make more regular travel desirable.
"From London there will be assistance and guidance but no spirit of dictation. The new policy of development will involve no derogation from rights and privileges of local legislatures upon whom rest a large measure of responsibility for the improvement of conditions in their several territories and upon whose ce-poration the Government count with confidence. The whole effort will be one of collaboration between the authorities in the Colonies and those at home to prompte the prosperity and happiness of the peoples of Colonial Empire."
