Washington, Oct. 1 The United States reply to Japan's new alliance with the Rome-Berlin Axis began to take definite form here last night after Senator William King, Democrat of Utah, introduced a bill in Congress yesterday which would authorize Presideft: Roosevelt-to negotiate immediately for the lease or purchase of British possessions in the Pacific, or areas bordering on the Pa-elfic, and to extend credits to countries of the British Empire.
The bill would clear the way for joint use of the powerful British naval base in Singapore by the United States and British navies.
The bill provides for the reduction lof the British war debt, modifying the Johnson Act and the Neutrality Act to facilitate loans to Britain.
Senaor King made it clear that acquisition, of Pacific bases under the authorit® granted by his bill would be intended as retaliation against Japan. He said such a move would strengthen the position of the United States in blocking further Japanese aggression Senator King praised Britain's resistance against German attack and said Britain was fighting to preserve all democracies.
Informed circles expect the measure to encounter strong opposition in Cons gress, especially from the isolationists,—United Press
