The whole problem raises technical and financial diMculties, the newspaper continued. Equipment and construction projects will cost hundreds of millions of francs.
What is now necessary, the paper said, is that the Government should finance the construction of hydroelectric plants and also extend credits to the various small industries throughout France so that they can make use of electric power.
