The second Russian Note has provided an occasion for German political circles in Berlin to re-emphasize the complete identity of views between Germany and Italy. It is pointed out in the German capital that neither Germany nor Italy ignores the fact that the situation created in the Mediterranean by the Soviet move will require a consultation between the Powers concerned.
It is understood that yesterday's two sessions of the British Cabinet, lasting altogether more than three hours, were mainly concerned with formulating the policy and agenda of the Nyon conference, Whether or not all the Powers i vited are willing to attend the conference, the British Government is insistent that the meeting go forward and its proposals be discussed. The British aim will be to limit discussion, as far as possible, to the actual problem of Mediterranean security. and to avoid irrelevant polemics.
